Marketing material can use broad phrases such as “approved,” “under process” or “near Islamabad.” Those phrases do not identify the regulator, the land covered by an approval, or whether development and sale are presently authorised. Start by fixing the exact location and legal identity of the scheme.
1. Confirm whether CDA or RDA is the relevant regulator
A project marketed to Islamabad or Rawalpindi buyers may fall within a different territorial jurisdiction. Check the location, mouza and site plan instead of relying on the brand name. For Islamabad, use CDA's official private housing schemes directory and illegal housing schemes page. For Rawalpindi, use RDA's official private housing societies page.
2. Distinguish layout-plan approval from an NOC
CDA describes a two-stage process: approval of the Layout Plan (LOP), followed by an NOC after completion of subsequent formalities. CDA states that sponsors may start development work and sale of plots after obtaining the NOC. An approved layout plan should therefore not be treated as identical to an issued and current development NOC.
3. Check the exact scheme, phase and block
Do not stop at a matching society name. Compare the official page or notice with the precise phase, extension or block shown on the booking form. Status may differ within projects, and it may later change. Record the date you checked and save the official page or notice. CDA's public material includes examples in which an LOP is approved while an NOC is shown as cancelled, illustrating why the current status matters.
4. Verify the seller and the land record
Ask who owns the land, who is authorised to market or transfer the plot, and what legal document connects the seller with the scheme. A regulatory NOC does not by itself prove the seller's title, allotment, transfer authority or absence of competing claims. Obtain the allotment or ownership chain, payment ledger, plot description and any transfer conditions for document review.
5. Read the booking and refund terms before payment
- Exact scheme, phase, block and plot or file description
- Total price, instalment schedule and all development charges
- Possession and development representations
- Cancellation, deduction and refund terms
- Transfer restrictions and charges
- Named payee and official receipt for every payment
- Dispute-resolution and jurisdiction clauses
Pay through a traceable channel to the entity identified in the documents. Preserve advertisements, booking forms, receipts, account details and messages in their original form.
6. Treat “NOC under process” as a statement to verify
“Applied for” or “under process” is not the same as an issued NOC. Ask for the regulator's reference and verify it directly. RDA advises the public to refrain from investing in illegal, fake or unapproved societies, while CDA publishes official scheme status and public notices. If the online record is unclear or inconsistent, seek written confirmation from the relevant authority before committing funds.
In short: verify jurisdiction, the exact scheme component, current LOP and NOC status, the seller's authority and the contract terms. These checks address different risks; no single screenshot replaces the full review.
